ADEX – first regional power exchange

Establishment of the First Regional Power Exchange For Central and South-Eastern Europe (CSEE)

Back in April 2022, ELES, EMS and EPEX SPOT SE announced their joint commitment to establish the first regional power exchange for Central and South-Eastern Europe, with intention to offer harmonized one-stop-shop power trading services in Slovenia and Serbia, and to extend business and services to other countries in the region.

ELES is Slovenia’s power transmission system operator and operates a network of 400kV, 220kV and 110kV transmission lines with a total length of 2,955 km.

EMS is a Serbian public joint stock company functioning as a transmission system operator  aiming to ensure secure and reliable electricity transmission and operating within the same network as ELES, although with the transmission lines of nearly 10,000 km managing eight cross-zonal capacities.

EPEX SPOT SE, as the European Power Exchange and its affiliates operate physical short-term electricity markets in 13 countries, as a part of EEX Group.

On December 27 2022, at the ceremony held in Ljubljana, Slovenia, the above parties as the founding members, established the Alpine-Adriatic Danube Power Exchange – ADEX, the first regional power exchange for SCEE. ADEX was formed through a merger of Slovenian energy exchange BSP South Pool and its Serbian counterpart SEEPEX, with ELES being the 100% owner of BSP, and ADEX shares owned equally by ELES, EMS and EPEX SPOT.

The most important short-term goals of ADEX are the establishment of an intraday market in Serbia, as well as the urgent merger of the Serbian “day-ahead market” with the single pan-European one. It is expected that this achievement will additionally boost development of the regional electricity market and provide a robust and reliable market environment needed for new investments and sustainable green transition, as stated by the General Manager of EMS.
